POSITION SUMMARY:

Plans, develops and directs the programs, services, activities and employees of the agency.

Reports to: Governing Body (Board of Directors)

QUALIFICATIONS:

  1. Baccalaureate degree in nursing, health service administration, business administration or related field. Masters degree preferred.
  2. Five (5) years experience in positions of increasing responsibility in business, preferably in health care.
  3. Minimum two (2) years experience in supervisory or administrative positions.
  4. Excellent verbal and written communication skills and strong interpersonal skills.
  5. Knowledge of the regulatory requirements at the state, federal and local level.

ESSENTIAL FUNCTIONS/AREAS OF ACCOUNTABILITY:

Agency Planning, Development and Maintenance

  1. Identifies and implements the organization structure.
  2. Plans, organizes and directs the agency’s ongoing functions.
  3. Directs and coordinates the overall development and administration of the agency, consistent with the agency mission and available resources, along with the involvement of the agency staff and the participation of the Profession Advisory Board.
  4. Provides leadership in the development of strategic long-range plans.
  5. Provides direction in formulating the programs and policies.
  6. Identifies the legislative, community and third-party payer issues that impact agency development plans.
  7. Ensures compliance with federal and state regulations governing home health care services through policy and procedure administration.
  8. Maintains ongoing liaison between Governing Body, the Professional Advisory Board and the agency staff.
  9. Ensures the accuracy of public information materials and activities.
  10. Develops and maintains data collection, recording and reporting systems to ensure proper service, uniform accounting, data collection and measurement of outcomes.
  11. Investigates and makes recommendations to the Governing Body for future growth of all home health care services and products.

Marketing

  1. Develops an annual market share growth plan.
  2. Provides for community awareness and outreach programs to meet the needs of the service area.
  3. Ensures development of relationships and contractual agreements with third-party payers, other vendors and the business community.

Human Resource Management

  1. Employs qualified personnel. Ensures adequate staff education and evaluations.
  2. Participates in the hiring, orientation and development of management staff.
  3. Develops systems which support the ongoing professional development of agency staff and provide adequate education and direction for staff.

Financial Management

  1. Develops and annual operating budget with input from all divisions and departments. Submits budget to the Governing Body for approval.
  2. Implements an effective budgeting and accounting system.
  3. Prepares accurate, complete financial reports in accordance with agency policies. Manage financial resources according to budget and revenue projections.

Other

  1. Serves on the Professional Advisory Board and Quality Improvement Committee.
  2. Reviews client care policies with the Medical Director, Director of Home Care/Nursing, Professional Advisory Board and the Governing Body.
